This is a Night Watch Knives Custom Patrol Scalpel with green micarta scales. These ran $275 new from the maker.
The Patrol Scalpel is what the name says it is. A small, thin fixed blade built for people who need to cut things quickly and do not want a pivot in the way. Micarta is the right handle material for a knife like this because it gets grippier when your hands are wet, which is exactly when you do not want a knife moving in your hand.
Green micarta also ages. It picks up oil from your hands and darkens where you hold it, so a Patrol Scalpel carried for a few years looks different from this one, which came in like new.
